Plea in Madurai Bench of Madras HC bench challenging tender

The authorities avoided online bidding procedure and this was violation of transparency.

Chennai: A petition has been filed in the Madurai Bench of the Madras high court challenging a tender issued by Tamil Nadu Text Book and Educational Service Corporation for establishing smart class rooms in government schools.

The petitioner Ernest De Prakash Livingston of Thirumalpuram in Madurai submitted the government propose to introduce smart class rooms in the first phase in 3,000 government primary and middle schools in rural areas and hi-tech labs in 3,090 government high schools and 2,939 government higher secondary schools.

The authorities had fixed conditions, which are suitable only for three private companies to participate in the tenders, worth about Rs 60 crore and Rs 463 crore respectively. The tailor made tenders suitable only for three firms Larsen and Turbo Ltd (L&T), Infrastructure Leasing & Financial Services (IL&FS) and Hewlett-Packard (HP). The authorities avoided online bidding procedure and this was violation of transparency.

The original tenders were advertised in newspapers on June 23 last, subsequently two corrigenda were issued changing the processing dates. He sought to quash them and expose the entire scam.
