Hyderabad High Court takes up postal staff negligence

The Chief Justice has ordered the Registry to list the case on December 28.

Hyderabad: Taking a serious note of the negligence of the postal staff in the delivery of various kinds of communication issued by courts to litigants, the Hyderabad High Court has taken up the matter as a public interest litigation (PIL) on suo motu basis.

Chief Justice Thottathil B. Radhakrishnan directed the High Court Registry for the registration of a PIL and consider it as a taken up matter. The Chief Justice has ordered the Registry to list the case on December 28.

The court opined that the articles (official communication) sent through the postal department were being returned with casual endorsements such as ‘the addressee left’, ‘the addressee has left the village’, ‘there was no such addressee’, ‘not a correct address’. It added that there were no dependable endorsements in many other cases, which would be in breach of duties and responsibilities of the officer of the post offices.

Observing the huge numbers of the articles and court notices returned casually with no requisite effort being taken to serve them on the respondents or witnesses or any other concerned person, the Chief Justice has decided to take up the matter to alert and streamline the officers of the post department.

He opined that the higher-ups in the postal department hierarchy must consider taking appropriate action on unworthy elements, who are in ridiculous breach of duties by not delivering postal articles.

The Chief Justice has issued notices to Union postal secretary, the Chief Postmaster General, Telangana Circle, the secretary of Telangana State department of law and justice and the High Court, represented by its Registrar-General as the respondents.
