Telecom Regulatory Authority of India mulls revamping mobile number portability

The telecom regulator has sought written comments from stakeholders by May 3 on its website www.trai.gov.in.

Hyderabad: Switching between telcom companies will become faster and simpler as the Telecom Regulatory Authority of India (TRAI) has initiated the process to “review and revamp” mobile number portability (MNP). It issued a paper on ‘Review of the Mobile Number Portability (MNP) process’ for the consultation of stakeholders on Friday. “In a continuous endeavour to make MNP process more subscriber-friendly, based on feedback from the stakeholders and its own analysis, TRAI has issued various directions and amendments to the MNP regulations,” TRAI said in a statement.

This is significant at a time when operators such as Reliance Communications, Tata Teleservices and Aircel, who have been facing troubles, have offered their subscribers the option to port out to other networks. The TRAI statement said it has received many complaints related to the difficulties faced by subscribers in porting their mobile numbers due to discontinuation of service by their service providers.

The major issues are non-generation of UPC by the Donor Operator or non-receipt of UPC by the subscriber, multiple times rejection of porting requests by donor operators on various grounds of rejections prescribed in regulation 12 of the MNP regulations, instances of fraudulent porting, issuance of interim bills for post-paid subscribers, non-refund of the prepaid balance and security deposits of post paid subscribers. The telecom regulator has sought written comments from stakeholders by May 3 on its website www.trai.gov.in. Furthermore, it has set May 17 as the deadline for counter comments on the issue.
