Don in UN sanctions list, but what about Bhatkals?

Fugitive terrorist Dawood Ibrahim Kaskar features prominently in the Security Council's Sanctions List.

Bengaluru: Even as the Indian Intelligence agencies confirm that the banned home grown terrorist outfit Indian Mujahideen (IM), which is led by Iqbal and Riyaz Shahbandari alias Bhatkal, has merged with the proscribed global jehadi organisation Islamic State of Iraq and Syria (ISIS) and Sanaul Haq alias Asim Umar from Uttar Pradesh is heading the Al Qaeda in Indian sub Continent (AQIS), none of them is likely to be mentioned in the United Nations 'ISIL and Al Qaida and Associated Individuals, Groups Undertakings and Entities’ Sanctions list for now because they are “not on par” with the fugitive terrorist Dawood Ibrahim Kaskar, who features prominently in the Security Council’s Sanctions List.

“To get the names of individuals in the UN — ISIL and Al Qaida Sanctions List for freezing of accounts, travel and arms embargo, the member countries have to furnish substantial information and evidence to the UN on the institutionalised protection to the individuals by the enemy country. While it is globally known that Dawood is institutionalized in Pakistan and is protected by their Inter Services Intelligence, the other terrorists are not patronized the way he is. For them a Red Corner Notice (RCN) by the Interpol is enough. They are stateless actors,” said an official source.

Last month the Security Council Committee pursuant to resolutions 1267 (1999), 1989 (2011) and 2253 (2015) had amended one entry on its Sanctions List specified to one of Dawood's addresses in Pakistan, which was furnished by India. His other addresses in Karachi continue to be in the List.
