Thachankary suspension regularised by Kerala government, no full salary

Sources said that the move was aimed at clearing the hurdles for Mr Thachankary's promotion to DGP post in due course.

Thiruvananthapuram: The government has regularised the suspension periods of controversial IPS officer ADGP Tomin J. Thachankary in connection with his foreign trip by flouting norms and meeting persons with criminal background in Qatar. However, full pay was denied to him citing that he was not completely exonerated from charges.

Mr Thachankary even tried to mislead the government by informing that he was exonerated of all charges related to the three suspensions he faced, even as the case of disproportionate wealth was pending in the Vigilance court. Hence, the government declined to regularise the 15-month suspension from July 10, 2007 to October 17, 2008 in connection with that case.

A tentative decision in this regard was taken by the previous UDF government during its last days in 2016, which was confirmed by an order issued by chief secretary Nalini Netto on July 22. But his request for full pay was declined by the government.

According to Ms Netto’s order, the period of suspension from April 17, 2010 to July 10 2011 (for carrying out the Gulf trip after taking permission to visit Gangtok in Sikkim) and from January 12, 2012 to April 12, 2012 (following Ministry of Home Affairs report that Mr Thachankary met persons with criminal background in Qatar) were regularised as duty for all purposes, except for pay and allowances which will be limited to subsistence allowance already drawn. The period of waiting for postings after revoking the three suspensions was also regularised with full pay.

The order also said that Mr Thachankary was given ‘severe warnings’ twice for repeated violations in connection with the foreign trips and hence it can been seen that there was a trace of guilt on his part. “Full pay and allowances can be admitted only where the suspension is treated as wholly unjustified on the ground that the disciplinary action resulted in full exoneration of charges beyond any reasonable doubt," said the order.

The previous UDF government had tentatively decided to regularise the two suspensions of Mr Thachankary in April 2016, but denied him full pay. Subsequently, he submitted a letter seeking a review of the decision and allow him full pay. Based on this, the government issued the fresh orders.

Sources said that the move was aimed at clearing the hurdles for Mr Thachankary's promotion to DGP post in due course. Moves to scuttle the disproportionate wealth case pending against him were also suspected.

Former state police chief T.P. Senkumar had earlier reported to the government that Mr Thachankary was illegally accessing files related to IPS officers from the confidential sections of police headquarters and there were even allegations that he was trying to set his service records straight.
