Hyderabad/New Delhi, Jan. 31: The terms of reference that will bind the Central committee to study state bifurcation is expected to be similar to the one that Y.S. Rajasekhar Reddy had drawn up for a panel he had constituted in March last year.
Sources in Delhi say the Union home ministry, which is drawing up the terms of reference, has sought details of the Government Order 99 issued by YSR on March 4, 2009.
Sources indicate that the ministry, which examined the nine points, has come to the conclusion that issues like sharing of river waters, status of Hyderabad, minorities and migrants, stand on Maoist menace, and a strategy for the overall development of all regions, must be included in the terms of reference of any negotiations on the formation of a separate state.
YSR had set up the ‘Joint committee of both Houses of the state Legislature to deliberate on the formation of Telangana state’ under the then finance minister, Mr K. Rosaiah. That committee did not meet even once and was overtaken by subsequent political events.
Meanwhile, it appears that the announcement of the mechanism on Telangana could get delayed. While the Union law minister and AICC incharge for AP, Mr M. Veerappa Moily, on Sunday said, “The terms of reference are under preparation and not yet finalised,” the home minister, Mr P. Chidambaram, is expected to throw more light on Monday.
Mr Moily also asked partymen to “withdraw” from the Joint Action Committee agitating for T-statehood. He warned that “any violation of the party discipline will be seriously dealt with.” He asked party leaders not to rush to the media on the “sensitive” issue.

a routine one in recent times. The fulfilment and implementation of the given promises to the people of Telangana will be taken on priority basis. When a dialogue and process is under way and the Centre is making every effort to find a suitable solution to end the present political uncertainty, it’s time to spread the confidence and move with progressive Andhra Pradesh with peace and normalcy.
This is nothing but delaying or suppressing Telangana state. The Congress govt should come out with clear terms of whether they are for or against creation of Telangana instead of playing with the lives of people of the state. The people of Telangana have the right to ask their representatives to resign if the leaders that they voted for are not able to serve them as they wanted them to. Also people of Telangana should take a vow not to vote until a new state is created. This protest should start from each and every village from the state so that there will be no representation until a seperate state is formed. This will create a constitutional crisis but the Centre cannot ignore it for long time when such crisis exists. They may have President's rule for some time, but a vow not to vote until a seperate state is formed remains and whenever an election is declared, there will be nobody to represent this region - no MLA, no MP, no MLC. If they want to have one, they create a separate state and conduct elections. Until then, we should have a committee which has representation from each village and this committee elects its leaders. And this committee will negotiate terms for the new state and hence will not have to worry about their positions and re-elections. Also, people of the region should not pay anything to the govt and block every access to the region from coastal Andhra. This is the need of the time, because, having representation had not helped this region in any way. Our leaders are slaves of their high command and not representatives of the people. Our leaders do not know the minds of their own people who elected them. Our leaders do not use their minds to decide what is good or bad and hence hand over the decision-making to a person who does not even know the situation in the region. Our leaders think that they do not have enough money to contest their election and that clearly shows that they do not have any following in their constituencies except buying votes from people. Hence take whatever money they are giving out and provide proof in the media so that such leaders are exposed and barred from contesting elections in the future. Our leaders are not ready to resign because for them their party and power is more important than their own people. These are the leaders who claim that only they can give us Telangana, but forgot that they are representatives whom the public voted for and that the main power is in the people who vote and not just the numbers in the parliament. All the leaders of Telangana region who are remaining mute or does not support, irrespective of their party affliation, are traitors. Hence do not allow them to visit their own regions until they resign and join them as an individual and not as an MLA or an MP.
