Dec. 6: The Telangana Rashtra Samiti chief, Mr K. Chandrasekhar Rao, said the government’s offer to withdraw cases against him and amend the Presidential Order on Telangana to put the “free zone” controversy to rest was not enough for him to call off his fast.

Mr Rao said he would call off the fast, which completed eight days on Sunday. only after a categorical assurance on Telangana. The party said it wanted cases withdrawn against all agitating students and not just those against Mr Rao, whose condition was reported to be stable.

“Let there be a call from Delhi on Telangana, I will withdraw. Let the government move a resolution in the Assembly to instill confidence,” Mr Rao said. A visit late at night by the Chief Minister, Mr K. Rosaiah, did not help to change Mr Rao’s mind.

Mr Rosaiah called on the fasting TRS president at the Nizam’s Institute of Medical Sciences to call off his fast in view of his deteriorating health condition. He was accompanied by the Rashtriya Lok Dal chief, Mr Ajit Singh, a statehood supporter, and the state health minister, Mr D. Nagender.

Earlier in the day, the Chief Minister announced that the two decisions — withdrawing the cases against Mr Rao and amending the Presidential Order — were taken during an informal Cabinet meeting here on Sunday.

The Chief Minister said the government would move a resolution in the Assembly asking the Centre to delete clause 14 (f) in the Presidential Order which exempts police personnel appointed under the Hyderabad Police Act from the Six-Point Formula. Clause 14 (f) as it stands now, the government feels, gave way for a recent Supreme Court judgment to treat Hyderabad as a “free zone.”

The Presidential Order divides the state to six zones for implementing reservation for locals in education and government employment. The order exempted certain categories of posts including that of police personnel appointed under the Hyderabad Police Act from the Six-Point formula.

Following the implementation of jobs-for-locals GO 610, the government transferred several inspectors of police from Hyderabad to their respective zones. These inspectors approached the Supreme Court, which ruled that Hyderabad will not be part of Zone 6. The government has filed a review petition with a plea to treat Hyderabad as part of Zone 6.

The Chief Minister said he was confident that the judgment on the review petition would go in favour of the state. “Still, we decided to go in for an amendment to put the entire controversy to rest and instill confidence among employees of the region,” he said.

According to sources, the government’s decision was a strategic move to distance the Telangana employees from the ongoing struggle. The Telangana Non-Gazetted Officiers had threatened to go on strike against the free zone judgment. The Chief Minister’s principal secretary, Mr K. Raju, coordinated with the officials concerned and reported back to Mr Rosaiah that deletion of Clause 14(f) of the Presidential Order would provide a permanent solution.

About the decision to withdraw the cases against Mr Rao, Mr Rosaiah said it was a gesture to establish a cordial atmosphere. “We are not rigid or egoistic and expect Mr Chandrasekhar Rao to call off his fast and help the government to restore normalcy,” Mr Rosaiah said. However, Mr Rao’s son and MLA, Mr K.T. Rama Rao, said, “The only resolution we need in the Assembly is on Telangana statehood.”

Earlier, the CWC member K. Keshava Rao, the MP, Mr Madhu Yakshi, too tried to meet Mr Chandrasekhar Rao, but angry TRS activists accosted them and raised slogans against them.

Meanwhile, TRS politburo member A. Chandrasekhar demanded that the government make its stand clear on Telangana. “Let the government make it clear whether it promises to carve out a separate state or not,” Mr Chandrasekhar said.

Initiate T process, says KCR

Dec. 6: Backroom diplomacy to find a solution to the current impasse over the Telangana Rashtra Samiti chief, Mr K. Chandrasekhar Rao’s indefinite fast, gained momentum on Sunday.

State Congress leaders are said to be working out with the Central leadership a suggestion made by Mr Chandrasekhar Rao that as a prelude to his calling off his fast, the Congress high command should make an announcement about initiating the process for a separate state of Telangana.

Sources said the TRS chief proposed that the statement should preferably be made by Mr Ahmed Patel, the political secretary to UPA chairperson, Mrs Sonia Gandhi. The Pradesh Congress Committee president, Mr D. Srinivas, will go to New Delhi with the proposal on Monday.

I have a simple solution. Let all the MLAs form Telangana(from all parties) resign, and then have a fresh election. Let's see how many seats will TRS will win.

I bet very very few. That simply proves vast majority of people in Telangana does not want a separate state.

FYI: I am from Telangana, including many many generations of my fore-fathers.

Why does anyone need another state? What proof do we have that another stupid state will make things better? What kind of morons are running this country?

Definitely Telangana people are asking for seperate state. For just being united we can't sell our self-respect. People from Andhra tend to move into other people's areas in search of jobs and proper shelter. Being there is OK for survival but one should give importance and respect to the sentiments of the local people.

Just cause or not, the people have to decide and not the hooligans who destroy property and burn private vehicles. The people who are burning and destroying property should first destroy their properties and vehicles at home and then come to the streets.

This movement is nothing but rubbish created by KCR. The authorities should leave him to his fast. The people who are protesting should be dealth with severely as they are harming innocent people and damaging their properties. I strongly believe dividing the country in the name of state, language, caste and relegion should not be encouraged. The true politician should come to the front forgetting the backlash of a few frenzied people and stop this nonsense.

Just for fasting, how can a seperate state be given? Students will not benefit from the agitation, they will lose their academics which will affect their careers. Why don't students learn to be selfish? Such an environment will really affect foriegn investment and establishment of industries, which will stop the growth of Telangana. If students have truth in their agitations, please go in your free time to Telangana villages, educate the people, teach them English and make sure that at least the present generation goes to school and develops themselves. We should vote for the right to ask the politicians to serve people instead of fighting for separate state.
