Dileep's D-Cinemaas lacks possession certificate

As per the municipal records, the actor's application shows that the theatre is in a plot of over 92.25 cents.

THRISSUR: A verification conducted by the officials of Chalakudy municipality has found that the permit and occupancy certificate was issued to Dileep’s D-Cinemaas multiplex theatre without proper possession certificate and the approved sketch of the taluk surveyor. The actor built a 39,000 sq-ft theatre while the chief town planner had approved the layout of a building which had only 34,000 sq ft. Municipal vice-chairman Wilson Panattuparambil said that the file of D-Cinemaas was found misplaced in a different section at the municipal office and the scrutiny of files revealed such gross violations.

Mr Wilson, who is from the LDF, said that the application for the theatre complex was submitted in 2007 while the LDF was in power in the council. “The permit was given without these two key documents in 2011 when the UDF was in power and the chairman was V.O. Pailappan. The civic body then received a complaint from K.C. Santhosh of Aluva in 2013 over the lack of proper documents and alleged encroachment. The then public works overseer Lisy was handed over the inquiry. After delaying the report for four months, she said that a clerical mistake was the reason for the complaint,” Mr Wilson said.

But that report by the overseer did not have the copy of the document with the clerical error she had cited. But it said that she was convinced after verifying the document with the revenue department. As per the municipal records, the actor’s application shows that the theatre is in a plot of over 92.25 cents. The ruling LDF also alleged that as a quid pro quo for giving permit without submitting the relevant documents, the UDF-led council headed by Mr Pailappan took Rs 5 lakh as contribution from Dileep by giving a receipt for the town hall construction. “But the actor himself had told me last year that he was made to pay several lakhs more to the civic body without any records,” Mr Wilson said. Mr Pailappan and the UDF have refuted the allegations.
