Delhi unsafe for women even during day: study

Police may say they are doing whatever they can to ensure safety of women in the capital but a study on rape cases claims that the fairer sex is not safe here even during daytime.

The study, conducted by the Centre for Social Research (CSR), is based on 58 FIRs lodged by rape victims in Delhi between January 2009 and July 2011 and medical legal reports of doctors.

According to the study, as many as seven rapes took place between 6 AM to noon, 17 cases between noon and 6 PM and 14 victims were raped between 6 PM and midnight. "Recently, the Delhi Police Commissioner was quoted by media asking women not to venture out alone at night.

But our study clearly shows that a woman is not safe even during the day," claimed legal consultant Soumya Bhowmick who helped prepare the report.

The study also claims that 18 women were battered in some form or the other every hour across the country with 13 cases of statutory rape (below 10 years) and 18 cases of school or college level girls being raped.

The age group of the accused varied from below 18 years to above 50 years of age.

"Despite police claiming tough enforcement and action against the accused, figures show an alarming rise in the number of victims as it was observed that 85 people were accused in 58 cases of rape," said Bhowmick.

A senior Delhi Police official said they were taking adequate measures for ensuring safety of women. "The rape cases are coming down in the capital. There was a 11 per cent decline in rape cases in the capital this year," he said.

In most of the cases, it was found that the offender was a close acquaintance of the victim. In 22 cases, the accused were neighbors of the sufferer, in five incidents they were relatives, and in 10 others the offenders were friends of the victims.

The resposibility is totally on women not on police. Women should be careful with males, and police can't check women's relatives, friends & neighbours characters. So it's their duty to be with good people. Police can only punish the criminal.

Friends - I can understand, but women don't pick their neighbours or relatives, and just because a woman is friendly doesn't mean she is asking for it!!! Get a hold of yourself and stop blaming women. It is the duty of the police to find and punish the criminals viciously so that other perverts don't dare to even think of committing such crimes. Maybe a few castrations performed on the culprits would be a suitable punishment.

As per the report in all the cases women were become cheated by their friends/ relatives/ neighbors etc. So the question goes to them, they should behave themselves and be cautious with their male companions?

Instead of condemning the culprit and the act of rape you are blaming the victims - women! You are worse than the Delhi police commissioner who instead of accepting responsibility of making the nation's capital safer hides behind comments like women should not go out late at night. Next thing he is going to say is they should always travel with a male companion and should wear a burqa. Why not just declare that India should enforce rules obstructing women's growth like in Saudi Arabia.
Just because a women is friendly and treats her friends, relatives and neighbors as good people - doesn't mean that she is asking for these people to rape her.
Women should be respected and only a man who thinks of her as a commodity would commit such a crime. Punish the culprits and make an example out of them, so that others are dissuaded from committing such crimes. Show empathy for the victims, stop blaming them, remember they are the victims of the crime. When someone is shot or killed in an accident - do you go about blaming the victim? Think!

I cant understand why police and govt cannot make Delhi safe for women. This is persistent problem for many years, Delhi has a woman CM Sheila Dikshit and also Congress president Sonia Gandhi - one of the most powerful woman resides in Delhi. It is seat of power for India with significant government, police and military presence.
Making Delhi safe for women should be topmost priority of UPA govt. They should win one city at a time and what other place to show the will and conviction than Delhi? Police should step up surveillance, step up vigilance and enforecement. This will also have very strong positive impact on sending a message to any terrorist that Delhi Police means business.
On the flip side, if Delhi cannot be made safe, it reflects weakly on the govt, home ministry, that they can be jerked around and are wimps. It will turn into haven for criminal element, terrorists. So wake up, Govt. take serious action on safegaurding women in Delhi. Set role model example and make India proud.

Police are busy doing lathicharge on peaceful agitators and providing protection to corrupt politicians. Where is the time for them to care for the public? They are puppets in the hands of the politicians
