As many as 11.58 lakh revenue records and 4.41 lakh FMB (field measurement book) records related to land are being scanned and uploaded into a server of the government website, Webland, for Mee Kosam scheme in SPSR Nellore district. The scheme is meant to deliver a host of certificates to people within 15 minutes, across the counter. For this purpose, signatures of 52 revenue officials and 19 sub-registrars have been digitalised for affixing on certificates.
Disclosing about the mega exercise for the introduction of Mee kosam scheme to this newspaper, district joint collector Saurabh Gaur said that people do not have to run around revenue or sub-registrar offices for different certificates in future.
According to him, a data base is being created with details of beneficiaries of scholarships among students to provide certificates such as caste and income, across the coun-ter. Data of Classes IX and X students is also being stored in the server, apart from students pursuing Intermediate.
Details of nearly 1.3 lakh students of the district will be placed on the website to meet their certificate needs.
The administration has identified 106 major villages, apart from 46 mandal headquarter towns to establish
Meeseva centres for the scheme. APOnline will set up in 34 of the 106 locations and the rest will be established by an agency being identified by AP-Online through tenders.
The centres will provide 10 kinds of certificates – the adangal copy, FMB copy, IB copy (10+1 adang-al), mutation (change of name in title), income, residence, caste, encumbran-ce certificate, certificate copy of registration document and market value as-sistance copy.
They will charge Rs.30 for certificate.
The joint collector said that they have an edge over other districts because revenue staff were already trained for the Praja Seva Kendras they had established in all mandals in October 2010 to provide 21 types of certificates for a minimum fee.
He said that all mandals are linked through optic fibre cable for 2 MBPS capacity by APSWAN for the Mee Kosam scheme and other centres will take either leased lines or broadband connections for their operations.
In case records are not available in the server to deliver the certificates instantly, applications will be collected and sent through email to the concerned departments and issued within one week, Mr Saurabh Gaur added. He said that the scheme is likely to be launched in April this year.
