Lt Guv Kiran Bedi wants to rein in rowdy elements

Puducherry: A day after announcing financial regulations, Puducherry Lt Governor Kiran Bedi to address the security challenges in the Union Territory now.

In order to curb rowdy elements, the Lt Governor directed the Director General of Police (DGP) to conduct police station inspections of records and to initiate all efforts to trace any criminal absconding or declared a proclaimed offender. The progress made by respective Station House Officers be tracked in weekly crime reviews.

The former police officer herself would review this progress in the first week of February. Lt Governor's decision came in the wake of a complaint received in open house which stated that a rowdy named Senthil, who is now in jail for a murder case, is illegally possessing a land for more than 10 years, despite several complaints made by the legal landowners. The Lt Governor visited the plot situated in Thattanchavady along with the Senior Superintendent of Police (SSP) Rajiv Ranjan and other officials for an inspection. The legal owners of the land Vijayalakshmi and Rathinavel met the Lt Governor and submitted their grievances.

Though the police officers informed  Ms Bedi that an FIR has been registered based on the complaints given by the landowners and inquiry is in progress, the Lt Governor who felt that there was a delay in delivering justice  issued an order  to identify police, civil administration officers who failed to take action all these years even after receiving the complaints and to submit a report on the progress made in the enquiry. She also informed the legal owners that they can occupy the land start construction if they want.

The order issued by the Lt Governor also stated those involved in violent crimes be brought under active surveillance by opening personal files and history sheets and action under section 110G of CrPC be contemplated for crime prevention.

The history-sheets must have the names of the associates whoever they are.  
“No one will be spared. Puducherry must stop making rowdyism a source of employment for the unemployed”  said Ms Bedi in her order.

“Anyone with past record, their sureties to be verified. And see if they are able to exercise due control or else move for cancellation of their surety”, the order further stated. She had also directed to conduct a  physical test of knowledge of their area criminals by police officers by the first week of February.
