Rishiraj Singh to probe daily wage staff’s regularisation

The court also directed Ravi Ulliyeri to provide materials regarding the case to the investigation commission

KOZHIKODE: Kerala Lok Ayuktha today appointed senior IPS officer Rishiraj Singh as investigation commissioner to investigate the illegal daily wage appointments and their regularisation at the Directorate of Higher Secondary Education.

Considering a petition from Ravi Ulliyeri, a social activist, the Lok Ayuktha found prima facie evidence against DHSE officials and deputed Rishiraj Singh to investigate and file a report before the court on December 28, 2015.

The court also directed the official to seek the services of any official in government departments to complete his investigation.

The court also directed Ravi Ulliyeri to provide materials regarding the case to the investigation commission.

It should be recalled that Deccan Chronicle on November 25, had filed a report regarding regularization of daily wage labourers at DHSE.

A local audit report and a letter from the Tiruvananthapuram District Employment Exchange had highlighted ‘illegal backdoor appointments of daily wage labourers and subsequent regularization of those candidates.

These reports also had accused the DHSE of not notifying the vacancies to the PSC/Employment Exchange and appointing daily wage labourers on its own without following any existing rules or formalities.

As per records available with Deccan Chronicle, five daily wage labourers had been regularized at DHSE, flouting all existing government orders, High Court order and an Apex Court order.

As per a DHSE order dated October 30, 2015, Linu KC, Biju A R, Suji Kumar, Biju G and B Chandrakumar, all daily wage labourers, were regularized in the department.

Among them Linu K C and Biju A R were appointed as clerks while Suji Kumar was appointed as a typist. Biju G was appointed as office assistant and Chandrakumar was appointed as a driver.

The complainant who deposed before the court on Thursday had highlighted the concerned Kerala Government order, Kerala High Court order and an Apex Court order, ruling against regularization of daily wage labourers.

He told the court that both Linu K C and Biju A R were working as computer programmers and Suji Kumar as a data entry operator on a daily wage basis and were regularized as clerks and typist accordingly.

He said it resulted in corruption, nepotism and violation of all existing rules in the state. The court admitted his arguments and directed Rishiraj Singh to investigate and file the report before the court on December 28.
