RTI activists too want Upalokayukta ousted

Bengaluru: Some of the RTI activists in the city seem to have concluded that if a case reaches the Upalokayukta office, years will roll but a final report may never be given. For, these activists are knocking on the doors of the Upalokayukta office for the past two years, and even after all the hearings are completed, they cannot understand why orders have not been announced!

While one is waiting for a certified copy, another complains that a fresh case in the High Court cannot be filed unless the final report is out. DC brings some cases which have been pending before Upa Lokayukta Justice Subhash.B.Adi since 2013 and the reasons why the activists want Mr Adi ousted.

Irregularities in Civil Defence dept

In June 2014, former home warden-RTI activist Raghu.B.V filed three cases on the irregularities in the Karnataka Home Guard Civil Defence department. In his complaint to the Upalokayukta, he filed a complaint against illegal termination of two wardens, including him.

However, the case has not come up for hearing till date. In his two other complaints, he provided documents to prove that there were financial discrepancies within the department and the chief warden was transferring money to his personal account. A complaint was also filed on the illegal appointment of chief warden Dr P.R.S Chetan. Though more than 15 hearings have been held and three interim reports have been issued, Mr Adi has still not given the final report. According to the activist, Mr Adi has been postponing issuing the orders for the last 9 months.

Cubbon Park encroachment

In 2013, advocate and Cubbon Park Walkers’ Association president S.Umesh filed a case against Century Club and Tennis Club, contending that the club managements had violated the rules of The Karnataka Government Parks (Preservation) Act, 1975 by constructing new buildings on the park premises. Upset that the case was progressing nowhere, the complainant sought a certified copy from the Upalokayukta, in order to file a case in the High Court. But for the last one year, there has been no response from Mr Adi.
