Thermal projects in two packages

Chennai: In a bid to ensure better project management and cost saving, Tamil Nadu Generation and Distribution Corporation Board has decided to award contract for its Uppur and North Chennai stage III super critical thermal power projects in two packages instead of single engineering procurement construction (EPC) contract.
Tangedco has proposed to execute the 2X800 MW Uppur and 1X800 MW North Chennai stage III project through two separate EPC contract — Boiler Tu-rbine and Generator Package (BTG) and Balance of Plant Package (BOP). As per the proposal, the boiler, turbine and generator along with other auxiliaries works would be covered in one EPC package. In another Balance Of Plant Package (BOP), all other works including erection of chimney, natural draft cooling tower, coal-handling system, ash handling system and cooling water system would be executed.
According to the senior Tangedco official, the utility has adopted the guidelines of the Central Electricity Authority dated August 30, 2013 for sourcing boilers, turbine and generator of supercritical equipment from the indigenous manufacturers. “By awarding EPC contract in two packages, we are expecting competitive bidding for the projects and thereby discovering a highly competitive price,” the official said.
The Uppur and North Chennai stage III are the first 800 MW capacity supercritical units to be established in the state by the utility. The official said that the notice inviting tender for the BTG package has been published for both the supercritical projects. “We are expecting good response from the manufacturers and EPC contractors,” the official said.
The Uppur thermal power plant would be built at a cost of Rs. 9,600 crore in Tiruvadanai in Ramanathapuram district. While the 1X800 mw North Chennai Stage III would come up in 190 acres of land available in the existing NCTPS plant site itself at a cost of Rs 4,800 crore.
Tangedco has also commenced preliminary works on the 660 mw Ennore Thermal Power Station Replacement Power project and the stage II and stage III of Udangudi TPS project.
The Ennore Replacement project envisages replacing the existing 450-MW power plant with 660 MW.
