Telangana ministers ignore progress reports

There are 18 ministers in the Telangana Cabinet, including Chief Minister K. Chandrasekhar Rao

Hyderabad: There has been no initiative by the Telangana government or its ministers to release progress reports of their departments.

Though the ministers completed one year in office on June 2, barring minister for information technology and panchayat raj K.T. Rama Rao, none of the other ministers have released reports so far.

With this, the departments and staff are not in a position to review their performance and fix targets for the coming months.

There are 18 ministers in the Telangana Cabinet, including Chief Minister K. Chandrasekhar Rao.

Of the 17 ministers, 10 completed one year on June 2, while the remaining seven, who were inducted later, have completed more than six months.

In the first Cabinet meeting held in July 2014, a decision was taken, in-principle, that ministers should periodically review the performance of their departments by releasing half-yearly and yearly progress reports.

However, none of the ministers have complied to this, barring Mr Rama Rao. In fact, he has released progress reports of his departments thrice, after completing 100 days in office, after six months and after a year.

This has enabled both IT and panchayat raj departments to review their functioning, identify the shortcomings and plan their future activities accordingly.

“The progress reports will give a clear direction to the government and officials to plan and execute to achieve desired results. In the absence of a performance appraisal system, the activities lack direction due to which targets cannot be met,” said a senior official of the panchayat raj department.

The TRS government has taken up several flagship programmes that have to be completed in the remaining four years, for which meticulous planning based on past performance is needed, which has been missing with departments ignoring progress reports.
