Commonwealth Games probe: Chinese firm charged

The ED has now sent notices to the foreign firm as well as an India-based private company

New Delhi: In its first major action in connection with the 2010 Commonwealth Games probe, the Enforcement Directorate filed a complaint report, equivalent to a chargesheet, against a Chinese firm for allegedly violating foreign exchange provisions in the contract for upgrading Shivaji Stadium in 2008.

The agency, in its report, has alleged that there is Fema contravention to the tune of Rs 160 crore by the Chinese firm.

According to sources, the ED has now sent notices to the foreign firm as well as an India-based private company, which subsequently outsourced the contract by the original Chinese firm.

Besides, notices have also been sent to two top senior officials of the Chinese firm, including its director and deputy chief representative in India, they added.

“Investigations by the agency revealed that the accused firm outsourced the contract without getting mandatory approval from the concerned authority. ED sleuths also found that four months after awarding the contract by the New Delhi Municipal Council (NDMC), the Chinese firm sought permission from the Reserve Bank of India for opening its three project offices in India. The RBI on October 7, 2008 had rejected the proposal of the company,” sources said.
