First Appropriation Bill for 2014-15 passed
Hyderabad: The Telangana Assembly on Friday unanimously passed the first Appropriation Bill for 2014-15. Leader of the Opposition K. Jana Reddy did a U-turn and said his party was setting aside the Whip to support the Appropriation Bill.
However, the passing was not so smooth as TD legislators walked out protesting against the Speaker’s decision not to allow its leader A. Revanth Reddy speak on the subject.
Earlier, Congress leader N. Uttam Kumar Reddy had asked for division. But prior to conclusion of the debate on the Appropriation Bill Jana Reddy said, “We are setting aside the Whip. We will completely support the Appropriation Bill." He had also remarked that raising '6500 crore through auction of lands was not possible.
Speaker Madhusudhan Chary then asked all floor leaders to speak. But when Revanth Reddy asked for the floor, the Speaker disallowed him saying the chance was only for floor leaders. "CM said we should all be united for the state to prosper.
But he is not allowing Revanth Reddy to speak,” TD floor leader Errabelli Dayakar Rao said. Responding to this, the Chief Minister said, “Revanth made an offensive comment against a Dalit Member asking him to lick his boots. He should apologise.”
Speaker Chary said he was not there to punish any legislator and dismissed the TD request for Revanth Reddy to speak.
Furious TD legislators then walked out of the Assembly. MIM Akbaruddin Owaisi said his party would support the Bill even if there is division.
With all remaining parties supporting the Appropriation Bill, it was passed in the Assembly. Chandrasekhar Rao then went up to Jana Reddy and shook hands with him followed by floor leaders of all other parties. The Appropriation Bill authorises the government to spend money.
