HC bench grants liberty to petitioners to file fresh pleas against Bill
Hyderabad: A division bench comprising Chief Justice Kalyan Jyoti Sengupta and Justice P.V. Sanjay Kumar of the Hyderabad High Court on Tuesday closed a plea challenging the AP Charitable and Hindu Religious Institutions and Endowments (Amendment) Ordinance as infructuous.
R. Latha, ex-chairman of Sri Varasidhi Vinayaka Swamy Temple, Kanipakam village of Chittoor district, and several others moved the petition challenging the Ordinance.
The government issued the Ordinance on August 9, 2014, to cease hold the offices of all chairpersons and members the trust boards of all the temples including the TTD.
P. Venugopal, advocate general of the AP, said the Ordinance was culminated into an Act as both the house of the legislature passed the Bill and the Governor has given his ascent to the Bill.
While vacating the status quo granted on September 11 on the Ordinance, the bench closed the petition by grating liberty to them to file fresh pleas against the Bill.
Explain exam reforms, AP told
The Hyderabad High Court on Tuesday directed the Andhra Pradesh government to spell out its stand on a PIL seeking to implement the examination reforms for classes IX and X from this academic year.
A division bench comprising Chief Justice Kalyan Jyoti Sengupta and Justice P.V. Sanjay Kumar was dealing with the plea by Bommakanti Anand Kumar, an academician of Vijayawada city.
He said the neighbouring Telangana state government is already following the new examination process to implement the reforms, but the AP government has not taking any steps or implementation of these reforms as indicated by the National Curriculum Framework-2005.
He said instead of implementing the reforms, the government has issued orders to the authorities to hold the examinations as per the old pattern by keeping abeyance of a GO issued on May 17, 2014, which accorded permission to the authorities for implementation of the examination reforms in all the government, local bodies, aided and private recognised schools.
The bench directed the principal secretary to primary education, commissioner and director of school education, director of SCERT and director of government examinations to file counter affidavits by explaining their stand on the plea.
JNTU submits details to HC:
The Jawaharlal Nehru Technological University on Tuesday submitted before the Hyderabad High Court that it has issued notices to 127 engineering and 40 pharmacy colleges, offering post-graduate courses and seeking particulars about the facilities being provided by them to the students.
K. Ramakrishna Reddy, advocate general of the Telangana state, appearing for the varsity before Just-ice A. Rajasekhar Reddy, placed a memo urging the court to grant some more time for the varsity to find out the deficiencies, if any, in the colleges which have submitted the particulars.
He said only 90 PG engineering and 32 PG pharmacy colleges have given particulars to the JNTU responding to its notice. The judge granted time till October 16 and adjourned the case hearing.
Pay minorities panel bills: HC
Justice Vilas Afzulpurkar of the High Court at Hyderabad on Tuesday directed the governments of Telangana and Andhra Pradesh states to allocate budget for the AP State Minorities Commission, which shall, for the present, be treated as provisional grant by the respective states, as provided under the Reorganisation Act.
The judge was granting the interim orders on a plea by the Commission challenging the action of both the governments in not releasing budget for its maintenance.
The judge directed that both the states shall, accordingly, honour the bills and urgent requirements of the Commission as and when such requisition is received, by following the same procedure as has been followed for institutions included in the 10 Schedule of the Act, by both the states from out of the temporary grant. The judge said that the directions shall be in operation till constitution of a separate Minorities Commission for the state of Telangana.
