Telangana government to regularise services of contract employees
Hyderabad: Telangana state is going ahead with the implementation of yet another poll promise to regularise services of contract employees.
The government on Wednesday appointed an eight-member committee, headed by chief secretary Dr Rajiv Sharma, to formulate a scheme for regularisation of the services of the contract personnel. The committee has been asked to submit a comprehensive report to formulate a scheme for regularisation of contract personnel within a period of two
months.
The government’s promise sparked off protests from students especially in the Osmania University campus, who alleged that they were being deprived of employment opportunities. But the government remained unmoved.
According to Health Minister, Dr T. Rajaiah, there are about 22,000 contract employees in the state including 12,000 in the medical and
health department. Keeping regular recruitment in cold storage and to avoid high pay scales, pensions and other perks, the government in the combined state engaged services of young men and women on contract basis for certain technical and other categories in the government departments and other institutions under the control of the state government, to meet short-
term manpower requirements.
The term of these contract personnel is being extended from time to time based on their requirement duly entering into a fresh contract with mutually agreed upon terms. Most contract personnel are working over a long period of time against the regular posts sanctioned and there is a request from their side to evolve a scheme for regularisation of the contract employees said, Mr V.
Nagi Reddy, Principal Secretary Finance in an order.
Government has decided to constitute a committee of officers to examine the issue with reference to provisions of the A.P. Act 2 of 1994, state and subordinate service rules, special rules and judicial pronouncements on the subject. The committee will also go into the details of various categories of contract personnel, their method of appointment, compliance with rule
of reservation and all related issues so as to formulate a scheme for regularisation of contract personnel with the approval of competent authority.
Besides Chief Secretary as Chairman, the committee comprises of Principal
Secretary, L.E.T&F Dept, Principal Secretary, HM & FW, Secretary, Higher Education Dept, Secretaries of School Education Dept., G.A. (Ser.) Dept., Law Dept as members and Secretary to Government, Finance Dept, as member convenor.
