Arguments on house survey begin in High Court

High Court commenced hearing on Telangana government household survey
Hyderabad:The Hyderabad High Court commenced hearing on a writ petition challenging the decision of the Telan-gana government to conduct household survey on August 19. Ms Seetha Lakshmi, an advocate of the city, moved the court contending that her right to move freely and liberty under Article 19(d) and 21 of the Consti-tution are to be infringed upon on the day as the state government asked every person to stay at home and declared a public holiday for the proposed survey.
Justice Vilas V. Afzulpurkar, hearing the case, asked the counsel for the petitioner to show the order on what basis his client came to a conclusion that the government is holding the survey. The counsel placed a GO issued by the government sanctioning Rs 2 crore for the household survey.
After studying the GO, the judge pointed out that it was related to survey to be conducted in the districts not pertaining to the city.
The counsel said that based on that GO alone the government intended to conduct the survey and already the Chief Minister of the state as well as the authorities in the city made appeals through the media to the people to participate in the survey.
He said that the government has also declared August 19 as holiday for the purpose of survey.
He contended that without there being a Gazette notification the government has no power to hold the survey and the decision of the government was against the Collection of Statistics Act, 2008, and Rules framed thereunder.
The judge adjourned the hearing to Wednesday.
TS not finalised on vehicle numbers
The Telangana government has submitted to the Hyderabad High Court that the transport department would initiate necessary st-eps to ensure completion of reassignment of registration numbers to old vehicles in the interest of the citizens of Telangana and to safeguard revenue collection to improve citizen-friendly services of transport.
In an affidavit placed before the court pursuant to its direction in a plea by J. Rammohan Chowdary challenging the GO issued for re-registration of the vehicles with AP series, the government said that no final decision was taken and no final notification was issued in this regard.

Captain Lingala Pandu-ranga Reddy of Hyderabad moved the Hyderabad High Court challenging Section 8 of the AP Reorganisation Act, 2014, which envisages special powers to the Governor with regard to maintain law and order in Hyderabad , combined capital for the AP and Telangana.
Advocates seek holiday on 19th
The Advocates Association of the Hyderabad High Court submitted a letter to the Registrar General of the court seeking to declare holiday for the court on August 19 in view of intensive household survey to be conducted by the Telangana government.
