Central Administrative Tribunal seeks Telangana, AP DGPs’ appointment records

Will examine technical aspects after studying counter-affidavits, says Bench

Hyderabad: The Hyderabad bench of the Central Administrative Tribunal on Friday directed the Union Public Service Commission and the governments of Andhra Pradesh and Telangana states to produce records pertaining to the selection and appointment of J.V. Ramudu and Anurag Sharma as DGPs of their respective states within three weeks.
A two-member bench comprising B.V. Rao and Minnie Mathew was dealing with the petitions by senior IPS officers T.P. Das and S.A. Huda challenging the appointments of Mr Ramudu and Mr Sharma.
Arguing on behalf of the petitioners, counsel Mohammad Shafiquzzaman submitted that both the states elevated the two officers to the rank of DGP in 2013 without there being vacancies at that time. He contended that promoting them to the cadre is unlawful and against the All India Service Cadre Rules.
The bench said it will ex-amine these technical aspects only after going through the counter-affidavits of the states and the Centre.
The counsel representing the AP government submitted that the petitioners were allocated to the Telangana cadre after bifurcation and that can raise grievance only against the Telangana DGP and not against the AP DGP.
While adjourning the case, the bench directed the counsel for AP, Telangana and the Centre and counsels for Mr Ramudu and Mr Sharma to file their counter-affidavits explaining their stance on the averments of the petitions.
