Centre’s stand on DGPs appointment sought

Notification of the Centre was very much in accordance with the provisions of the AP Reorganisation Act

Hyderabad: The Hyderabad bench of Central Administrative Tribunal on Wednesday sought the Centre’s stand on a plea by two senior IPS officers Syed Anwarul Huda and Tarini Prasad Das of the AP cadre challenging appointments of J.V. Ramudu and Anurag Sharma as in-charge DGPs for AP and Telangana.

A two-member bench comprising B. Venkateswara Rao (judicial) Minnie Mathews (administration) was hearing the petition.

K. Ramakrishna Reddy, advocate-general of Telangana submitted that the cadre allotment decision was made by the Centre on May 30, 2014, through a notification and the government has only republished the Centre’s notification.

He contended that challenging the state government’s notification without challenging the Centre’s notification was not correct on the part of the petitioners and similarly not making Anurag Sharma, a party to the case, was also not correct.

He defended that the notification of the Centre was very much in accordance with the provisions of the AP Reorganisation Act.

The counsel appearing for AP submitted that the state government wants to know the basis and the procedure followed by the Centre in allotting the IPS cadre to the state of Telangana.

Mohammad Shafiquzza-man, counsel for the petitioners said that normally Centre issues notifications with a direction to states to publish them officially and hence only those published by the states would be available in the public domain and that they could not get the notification issued by the Centre so far.

The bench directed the Centre’s counsel Jayapra-kash Babu to come out with the Centre’s stand within a week and posted the case to July 3.
