14-year-old Manipuri girl raped in Delhi, sparks off protests

New Delhi: A 14-year-old girl from Manipur was allegedly raped by her landlord's son in Munirka area sparking off protests in the national capital, days after the death of a youth from the Northeast in a suspected racist attack.

The accused in the case, identified as Ashish alias Vicky, has been arrested after an FIR was registered under various sections of the IPC for kidnapping, rape, illegal confinement, voluntarily causing grievous hurt and other offences.

He has also been booked under Section 3 of SC/ST Act and section four of Protection of Children from Sexual Offences (POCSO) Act at Vasant Vihar Police Station in South Delhi, police said.

According to a police official, the incident took place Friday night at around 10:30 PM when the victim stepped out to buy some household items in the locality.

Vicky accosted her in front of a pharmacy shop which is close to a hospital in the area and took her to a nearby room and raped her. She suffered injuries on her face and her private parts in the incident. She was taken to Safdarjung Hospital where she underwent a medical examination. She is now being treated for her injuries, police said.

"The girl has been raped repeatedly and brutally...she is in a very bad condition. Even an animal would not do that," said Binalakshmi Nepram, an activist from Manipur.

The incident triggered protests outside the police station with student groups from the northeast and Jawahar Lal Nehru University blocking the road and clashing with the police following which traffic was diverted in the area.

Demonstrators, who raised anti-police slogans, claimed that they were not allowed to meet senior police officials and denied copy of the FIR. They also claimed that there must be another accomplice of the accused in the case.

"She was taken to that room at around 10:30 after which somebody latched it from outside. Her relatives went looking for her and even contacted the police. The accused raped her till 1 AM after which he fled from the spot. She was found in a very bad shape at around 4 AM.

"We suspect that there was somebody who helped the accused by shutting the door and then came back to open it. We want the police to arrest that accomplice as well," said a local who is close the victim's family.

The victim hails from Manipur and was living in Delhi since the last six months with her relatives.

The incident comes close to the heels of the death of Nido Tania, a youth from Arunachal Pradesh who was purportedly beaten to death here a few days ago by some shopkeepers following a quarrel over taunts on his hairstyle.

The protesters were given a copy of the FIR in the evening and promised that the case will be tried in a Fast Track court. Earlier, Delhi Commission of Women Chairperson Barkha Singh reached the spot and spoke to protesters. She also held a meeting with senior police officials in this regard.

"An accused has been arrested in the case. The girl is out of danger, her medical examination was also done. We are looking into the case and we will go to any extent to make sure that the perpetrators in this case are hanged. It is very shameful and unfortunate that she was raped in the same area where she lived by her landlord's son," Singh told reporters.

Police said that they are investigating the case.

AAP slams Delhi Police for rape incident

Slamming the Delhi Police over the rape of a Manipuri girl, the Aam Aadmi Party (AAP) Saturday demanded the suspension of the SHO of the area and said such 'condemnable incidents' are leading to a growing outrage among the people.

"Such condemnable incidents are leading to a growing outrage among the people who are agitated over the failure of law enforcement agencies in their duty to provide a safe environment for women to move freely and without fear in the city", the party said in a statement.

"This shameful incident of rape again brings back the basic question that are the people and government of Delhi helpless in dealing with issues of women safety since the Central Government which enjoys control over Delhi Police continues to ignore such a serious issue?" it said.

The party also asked whether it was not justified to suspend the SHO of the area under whose jurisdiction the crime took place.

"The Aam Aadmi Party has consistently maintained that accountability of concerned police officials will have to be fixed so that such incidents are not repeated in future, but strangely the Union Home Ministry and Delhi Police top brass have been resisting this demand of the AAP government purely on flimsy grounds," the statement said.

Again pitching for its demand for statehood for Delhi, the party said even when the Congress and the BJP have numerical strength in the Parliament, both these parties are not passing the bill (for giving complete statehood to Delhi).

"Both, the Congress and the BJP must answer the question that why are they silent on their election promise of providing full statehood to Delhi, which will make the Police accountable for its actions to the people?" the statement said.

It added that the Congress was bound to defend the Delhi police as it was in power at the Centre, but sought to know BJP stand's on whether it wanted to keep law enforcement agency under Union Home Ministry.

"Since the Congress is ruling at the Centre it is bound to defend the inefficiency, incompetence and unprofessional style of functioning of Delhi Police which is under the direct control of its home ministry.

"The AAP would like to know the BJP’s stand on the issue. Does it believe the Police should be made accountable or like the Congress it also wants to keep it under political control?" the statement added.

Jaipur: A woman was allegedly raped by her father-in-law and brother-in-law in Samod area, police said on Saturday.

In an FIR lodged Friday night, the 22-year-old woman alleged that her husband Prahalad was impotent, so her father-in-law Kailash (50) and brother-in-law Mahesh (26) raped her last month to make her pregnant, they said.

The woman was married to Prahalad in 2011. When her in-laws pressurised her to deliver baby, she told them about Prahalad's condition, police said.

However, the in-laws still wanted her to deliver a son, so both the accused allegedly raped her few days back, they said. The woman then went back to her parents' house and lodged an FIR, they said, adding that no arrests had been made so far.

Scotland Yard officers arrested for exchanging 'extreme' pornography

London: Three Scotland Yard officers part of the British Prime Minister's security at his Downing Street residence here have been arrested for exchanging 'extreme' pornography on their smartphones.

The Metropolitan Police said the three constables were arrested in December on suspicion of involvement in 'possession and distribution of obscene images'. The officers are from the Diplomatic Protection Group (DPG), which guards foreign embassies as well as other sensitive government buildings.

"On December, 19, 2013, officers from the Directorate of Professional Standards arrested three police constables from the DPG on suspicion of being involved in the possession and distribution of obscene images via mobile phones. This is contrary to both the Obscene Publications Act 1959 and also the Criminal Justice and Immigration Act 2008," a Police spokesperson said.

"The images identified by the investigation are of an extreme sexual nature, but do not involve children. The arrested officers were taken to a Central London police station for questioning," he added.

The officers' homes had been raided and searched and one officer was suspended from duty while two others remain at work but on restricted duties. The Met said it had 'voluntarily referred the matter' to the Independent Police Complaints Commission, which had said it should be "investigated locally" by professional standards officers.

A file has been passed to the Crown Prosecution Service (CPS) and the professional standards misconduct investigation is on hold pending a CPS decision. "The misconduct investigation will examine whether the conduct allegedly took place whilst the officers were on or off duty," it added.

According to 'The Times', officers from Scotland Yard's anti-corruption squad are said to have become concerned at the nature of some picture messages being exchanged. Further investigation raised concerns that some of the messages were being sent while officers were on duty.

One line of inquiry is whether the exchanging of pornographic images took place during night shifts, with officers at different posts around Downing Street sending picture messages to one another.

Phulbani (Odisha): A self-styled godman Swami Purna Chaitanya Baba, who heads a residential Primary Vidyalaya at Kirkuti village in Kandhamal district, was arrested on charge of allegedly outraging the modesty of a woman teacher, police said.

Baba was arrested on Friday under section 354 and 506 IPC and forwarded to jail custody after being produced before a court at, Balliguda, Arjun Barik, SDPO, Balliguda informed. The accused ‘Baba’ allegedly had visited the house of the victim on certain plea on August 6, 2013 night.

The victim was serving as a teacher for months in the ashram Vidyalaya. The baba allegedly touched her body with bad intension, the victim said in her FIR. The accused Baba has confessed to the crime during interrogation, Barik said.

The management of the Vidyalaya have condemned the arrest of the Baba and termed the incident as baseless and fabricated. The Vidyalaya authorities also demanded an impartial probe into the matter.

Teenage girl gang raped in Madhya Pradesh

Raisen: A 15-year-old girl was allegedly gang raped by four youths at Mahadevpani near Sehatganj in the district, police said on Saturday.

The teenager hailed from Bhopal and had come to the area along with friend on Thursday evening, they said. The unidentified accused waylaid the duo and tied the victim's friend to a tree before taking turns to rape her on Thursday, police said. Later, the girl untied her friend and the duo returned to Bhopal.

A complaint was lodged with police on Friday by her parents.

Bhopal police transferred the case to their counterparts in Raisen since the incident occurred in their jurisdiction. A case of gang rape was registered against the four unidentified persons and a hunt is on to trace them.

The girl, a Class XI student, had befriended the boy through a social networking site and the duo apparently decided to visit the famous picnic spot on Thursday evening.

Muzaffarnagar: A 10-year-old girl was allegedly raped by a shopkeeper at Tandera village under Kakroli police station in the district, police said on Saturday.

The incident took place on Friday when the accused Tony (30) lured the girl to a nearby field on the pretext of giving sweets and then allegedly raped her, they said.

The victim, found in the fields, was rushed to a district hospital, from where she was later referred to a Meerut hospital. A case has been registered against the absconding accused and police is on the lookout to nab him, they said.

Gaya: Two sisters were hacked to death and their mother and aunt injured by unidentified assailants in Bihar's Gaya district.

The sisters Dolly (25) and Jolly (22) were hacked to death and their mother and aunt injured after they were attacked by the gang at their house Friday night, Senior Superintendent of Police (SSP) Nishant Tiwari said.

The bodies have been sent for post-mortem and the injured women admitted to Anugrah Narayan Magadh Medical College, he said. A mobile phone has been recovered from near the girls' bodies, Tiwari said. The motive behind the attack was not clear.

Deoria: A girl, student of Class XI, committed suicide allegedly after being raped in Gauribazar area, police said here Saturday. The victim was raped by a man identified as Mubeen on Thursday night when she had gone out for some work, they said.

On Friday when the victim's family members had gone to lodge the complaint, the girl committed suicide, police said. A case has been lodged and efforts were being made to arrest the accused, they said.
